BREVARD MENTAL HEALTH SERVICES & JAIL STATUS REPORTS - 12 June 2006

Crisis Stabilization Units Update: As of 8 AM today, 12 June 2006, Circles of Care, Inc., had 32 people waiting for a Crisis Bed. Wuesthoff Behavioral Health had 1 waiting. Circles' bed capacity is 52 and there were 56 people there at 8AM. Of the 56 people in Circles' Crisis Units today, 18 of them are awaiting transfer to long-term care. Wuesthoff has 0 people waiting for transfer to Northeast Florida State Hospital (NEFSH). The Past Month "Worst Case Scenario" (greatest number of people waiting to be admitted to a Crisis Bed) was 32 for Circles and 6 for Wuesthoff. The average wait in Brevard Emergency Rooms is 28-30 hours. Although I do not get formal reports of individual "wait times," I was told by a hospital "sitter" that one man waited for 6 days for a Crisis bed and 2 women waited for 3 days! We need HELP in Brevard County.

Brevard County Mental Health Court Update (The Honorable Judge Cathleen Clarke presiding): As of 31 May 2006, there are 10 people who were diverted from Jail and under the supervision of the Mental Health Court. There were 21 cases reviewed by staff for Mental Health Court referral. Thirteen (13) Clients did not fit the Administrative Order criteria due to charges. No Client refused the services offered by the Court. No Client was accepted into the Mental Health Court during the month of May. No Client was awaiting State Attorney approval for acceptance. Stats from Mental Health Services of Jail: During May 2006, there were a total of 1049 Mental Health Contacts by Mental Health Specialists. There were 394 Initial Assessments from Referrals at Booking. There were 334 Mental Health Follow-up Visits and 96 Consultations and Case Staffings. There were 120 Mental Health In-house Moves during May 2006. One hundred ninety-one (191) Contacts for People on Special Watch Status and 1 Case Management Contact were completed. There were a total of 129 Referrals to the Jail Psychiatrist including 116 Psychiatric Evaluation Referrals and 13 Emergency Medication Rechecks. Physician Contacts totaled 149. There were 37 Staffing Consults. There was 0 Court-ordered Mental Health Evaluations, 1 Baker Act Evaluation and Transfer from Brevard County Detention Center, 2 Case Management Placements , and no report for Inmates released with Aftercare Plans. During the month of August 2005, the Director of Mental Health Services began a Psycho-educational Group to help Inmates learn techniques for stress management and coping skills. During the month of September 2005, 66 Inmates participated in this program, 69 Inmates participated during the month of October, and 88 Inmates participated during the month of November. During the month of December 2005, 157 Inmates participated! There were no Psycho-educational Groups during the months of January, February, March, April, or May 2006. Plans are underway to begin a new group soon. Mental Health services were all completed by the Mental Health Services staff. The Circles of Care on-site staff member completed 94 Case Management Contacts and no report for Felony Diversion/Community Placements. There were 24 Inmate referrals to Mental Health Court. Stats from Jail: The High Population for 31 May 2006 was 1645. The MONTH AVERAGE number of Inmates in the Jail for the month of May 2006 was 1617, the HIGH AVERAGE was 1632 and the LOW AVERAGE was 1601. These numbers compare to the May 2005 average high of 1440, average low of 1408; the December 2004 average high of 1262, average low of 1236; and the total Inmate population count on 29 February 2004 of 1459. Other interesting Jail stats from the Jail Population Worksheet are: Of the 1641 total Inmates in the Jail on 31 May 2006, 1433 (87.3%) were male and 208 (12.7%) were female. There were a total of 1264 Inmates (77% of the Jail population) awaiting trial (1123 male, 141 female) of which 1001 were for felonies (897 male; 104 female) and 263 were for misdemeanors (226 male; 37 female). Only 19 Inmates (17 male; 2 female) were awaiting sentencing. Four percent (4%) of the Jail Population on 31 May 2006 - 73 Inmates (67 male; 6 female) - were awaiting transfer to Department of Corrections, five percent (5%) - 74 Inmates (65 male; 9 female) - were being held for other jurisdictions, and 0.7% - 11 Inmates (8 male; 3 female) - were awaiting transfer to a state hospital. A total of 200 Inmates (13% of the Jail population) are sentenced to BCDC (153 male; 47 female) on 31 May 2006. Note: 115 Inmates were sentenced to BCDC on 31 Jan 2006, 151 on 28 Feb 2006, 171 on 31 Mar 2006, and 202 Inmates were sentenced to BCDC on 30 Apr 2006. Of the 200 Inmates sentenced to BCDC on 31 May 2006, 141 were there for Felony convictions (105 male; 36 female) and 59 are there for Misdemeanor convictions (48 male; 11 female). Of the 1641 total Inmate population, 154 Inmates are in Jail for Violation of Probation Only and 359 Inmates are there for Violation of Probation w/Charges. FACT Team Update: As of 28 April 2005, the Brevard FACT Team reached capacity enrollment of 100 Clients. The FACT Team staff has served a total of 142 Clients since it became operational on 20 August 2001. A FACT Team staff member is on call 24 hours per day, 7 days per week and promotes independent living for the FACT Team Clients.
