BREVARD MENTAL HEALTH SERVICES & JAIL STATUS REPORTS - 11 July 2006

Crisis Stabilization Units Update: As 2PM today, 11 July 2006, Circles of Care, Inc., had 30 people waiting for a Crisis Bed. Wuesthoff Behavioral Health had 0 waiting in their Emergency Room. Wuesthoff has 1 person waiting for transfer to Northeast Florida State Hospital (NEFSH) and Circles has 9 people awaiting transfer to NEFSH. The Past Month "Worst Case Scenario" (greatest number of people waiting to be admitted to a Crisis Bed) was 30 for Circles and 13 for Wuesthoff. The average wait in Brevard Emergency Rooms is 28-30 hours. Additionally, it is not unusual for someone with a mental illness to be waiting for a crisis bed in an area hospital for 2-3 day. We need a HERO in Brevard who will contact the appropriate person with the ability to resolve this long-standing and mushrooming problem!

Brevard County Mental Health Court Update (The Honorable Judge Cathleen Clarke presiding): As of 30 June 2006, there are 12 people who were diverted from Jail and under the supervision of the Mental Health Court. There were 26 cases reviewed by staff for Mental Health Court referral. Twenty-three (23) Clients did not fit the Administrative Order criteria due to charges and/or prior history. No Client refused the services offered by the Court. Three (3) Clients were accepted into the Mental Health Court during the month of June. No Client was awaiting State Attorney approval for acceptance. One (1) Client successfully completed the requirements of Mental Health Court and graduated from the Court during the month of June. Stats from Mental Health Services of Jail: During June 2006, there were a total of 967 Mental Health Contacts by Mental Health Specialists. There were 344 Initial Assessments from Referrals at Booking. There were 301 Mental Health Follow-up Visits and 141 Consultations and Case Staffings. There were 119 Mental Health In-house Moves during June 2006. One hundred eighty-five (185) Contacts for People on Special Watch Status and 0 Case Management Contacts were completed. There were a total of 136 Referrals to the Jail Psychiatrist including 129 Psychiatric Evaluation Referrals and 7 Emergency Medication Rechecks. Physician Contacts totaled 140. There were 29 Staffing Consults. There was 0 Court-ordered Mental Health Evaluations, 2 Baker Act Evaluations and Transfers from Brevard County Detention Center, 4 Case Management Placements, and no report for Inmates Released with Aftercare Plans. During the month of August 2005, Orville Clayton, the Director of Mental Health Services began a Psycho-educational Group to help Inmates learn techniques for stress management and coping skills. During the month of September 2005, 66 Inmates participated in this program, 69 Inmates participated during the month of October, and 88 Inmates participated during the month of November. During the month of December 2005, 157 Inmates participated! There were no Psycho-educational Groups during the months of January, February, March, April, or May 2006. During the month of June 2006, 65 Inmates participated in the program. Mental Health services were all completed by the Mental Health Services staff. The Circles of Care on-site staff member completed 89 Case Management Contacts. There is no June report for Felony Diversion/Community Placements. Stats from Jail: The High Population for 30 June 2006 was 1628. On 30 June, 117 Inmates were received and 95 Inmates were released. The MONTH AVERAGE number of Inmates in the Jail for the month of June 2006 was 1614, the HIGH AVERAGE was 1628 and the LOW AVERAGE was 1599. These numbers compare to the May 2005 average high of 1440, average low of 1408; the December 2004 average high of 1262, average low of 1236; and the total Inmate population count on 29 February 2004 of 1459. Other interesting Jail stats from the Jail Population Worksheet are: Of the 1594 total Inmates in the Jail on 30 June 2006, 1381 (86.6%) were male and 213 (13.4%) were female. There were a total of 1245 Inmates (78% of the Jail population) awaiting trial (1091 male, 154 female) of which 1006 were for felonies (882 male; 124 female) and 239 were for misdemeanors (209 male; 30 female). Only 18 Inmates (16 male; 2 female) were awaiting sentencing. Roughly four percent (3.9%) of the Jail Population on 30 June 2006 - 63 Inmates (56 male; 7 female) - were awaiting transfer to Department of Corrections, over five percent (5.1%) - 81 Inmates (66 male; 15 female) - were being held for other jurisdictions, and 0.6% - 9 Inmates (5 male; 4 female) - were awaiting transfer to a state hospital. A total of 178 Inmates (11% of the Jail population) are sentenced to BCDC (148 male; 30 female) as of 30 June 2006. Note: 115 Inmates were sentenced to BCDC as of 31Jan2006, 151 as of 28Feb2006, 171 as of 31Mar2006, 202 as of 30Apr2006, and 200 Inmates were sentenced to BCDC as of 31 May 2006. Of the 178 Inmates sentenced to BCDC on 30 June 2006, 130 were there for Felony convictions (107 male; 23 female) and 48 were there for Misdemeanor convictions (41 male; 7 female). Of the 1594 total Inmate population on 30 June 2006, 169 Inmates are in Jail for Violation of Probation Only and 328 Inmates are there for Violation of Probation w/Charges. FACT Team Update: On 1 July 2006, Mental Health Resource Center (MHRC), Inc., a not-for-profit organization based in Jacksonville, Florida, became the provider for Florida Assertive Community Treatment (FACT) Team services in Brevard County. The Director of FACT Programs for MHRC is Cindy O'Brien, M.A. The Rockledge FACT Team staff is unchanged with the exception of one Registered Nurse who declined to stay with the new organization and the full-time Program Psychiatrist position that, at this writing, has not been filled. As of 28 April 2005, the Brevard FACT Team reached capacity enrollment of 100 Clients. As of 11 July 2006, the FACT Team staff has served a total of 142 Clients since it became operational on 20 August 2001 and has 4 vacancies which will be filled from Clients from Northeast Florida State Hospital (NEFSH). FACT is currently in the process of enrolling several Clients from NEFSH to complete their 100 enrollment goal. FACT discharged several Clients in June 2006 due to their relocation. Timelines for admitting new Clients from NEFSH to the FACT Team are impacted by the extreme difficulty in obtaining housing throughout Brevard County. A FACT Team Staff Member is on call 24 hours per day, 7 days per week and promotes independent living for the FACT Team Clients.
