BREVARD MENTAL HEALTH SERVICES & JAIL STATUS REPORTS - 13 JUNE 2007 By 1st VP Freda Schildroth Crisis Intervention Team (CIT) Training in Brevard County: On 7 May 2007, the Brevard County Sheriff's Office launched a new CIT training course in Brevard County. CIT Brevard is a community-based collaborative effort for Law Enforcement Officers, Corrections Officers, SWAT Team Members, Court Deputies, Hospital Emergency Room and/or Security Personnel, and other “first responders” to mental health crisis situations. NAMI - Space Coast, Inc., has advocated for and supports CIT Training for Brevard County. On Thursday, 10 May 2007, a Graduation and Awards Ceremony was held at Circles of Care. CONGRATULATIONS and THANK YOU to Sheriff Jack Parker, Commander Susan Jeter, Brevard County Jail Complex Mental Health Unit Director Orville Clayton, and to all who helped to make CIT Brevard happen. CONGRATULATIONS to the TWENTY Graduates of the FIRST CIT BREVARD Training Class! Crisis Stabilization Units Update: As of 9AM, 11 June 2007, Circles of Care, Inc., had 3 people waiting for a Crisis Bed and Wuesthoff Behavioral Health had 1 person waiting for a Crisis Bed. Circles has 12 Clients and Wuesthoff has 0 Clients awaiting transfer to Northeast Florida State Hospital (NEFSH). The Past Month “Worst Case Scenario” (greatest number of people waiting to be admitted to a Crisis Bed) was 28 for Circles and 10 for Wuesthoff. Parrish Medical Center Report: Parrish Medical Center received 46 Baker Act Clients during the month of May 2007. Of those admitted to Parrish to wait for an open crisis bed, the “worst case” verifiable length of stay was 6 days. Holmes Regional Medical Center (HRMC)
received a total of 34 Baker Act Clients during the month of May 2007. Of those
admitted to HRMC to wait for an open crisis bed, the "worst case" verifiable
length of stay was 11 days. Brevard County Deaths by Suicide Report: There were 10 deaths by Suicide in Brevard County during the month of May 2007. They are as follows: 5 Gun Shot Wounds; 2 Prescription Overdoes; 1 Carbon Monoxide; 1 Jumping from Vehicle on Highway, and 1 Stab Wounds. There were two apparent overdoes: 1 "Shot Oxy" and 1 crack cocaine. (Thanks to Nancy Slater, Brevard County Medical Examiner's Office, for this report.) Brevard County Mental Health Court Update (The Honorable Judge Cathleen Clarke presiding). As of 31 May 2007, there are 8 people who were diverted from Jail and under the supervision of the Mental Health Court. Two (2) Clients were accepted into the court during the month of May. One Client completed the requirements of the court and graduated. One Client was dismissed because he failed to honor his commitment to the Mental Health Court. Stats from Mental Health Services of Jail: During May 2007, there were a total of 1220 Mental Health Contacts by Mental Health Specialists. There were 417 Initial Assessments from Referrals at Booking. There were 447 Mental Health Follow-up Visits and 79 Consultations and Case Staffings. There were 224 Mental Health In-house Moves during May 2007. Two hundred twenty-eight (228) Contacts for People on Special Watch Status and 0 Case Management Contacts were completed. There were a total of 134 Referrals to the Jail Psychiatrist including 120 Psychiatric Evaluation Referrals and 14 Emergency Medication Rechecks. Physician Contacts totaled 156. There were 26 Staffing Consults and 0 Baker Act Evaluations and Transfers. During the month of August 2005, Orville Clayton, the Director of Mental Health Services, began a Psycho-educational Group to help Inmates learn techniques for stress management and coping skills. During the month of September 2005, 66 Inmates participated in this program, 69 during October 2005, 88 during November 2005, and during the month of December 2005, 157 Inmates participated! There were no Psycho-educational Groups during the months of January through May 2006. During the month of June 2006, 65 Inmates participated in the program, 45 during July 2006, 10 during August 2006, 87 during September 2006, 39 during October 2006, 77 during November 2006, and 123 Inmates participated in Psycho-educational Group during the month of December 2006! During January 2007, 6 Inmates participated, 43 during February 2007, 105 during March 2007, and 12 during April 2007. There were no Groups during May 2007. Mental Health Court Report - as of 31 May 2007: 21 Misdemeanor Files Reviewed; 7 Referrals to the State Attorney. Mental Health services were all completed by the Mental Health Services Unit staff. Stats from Jail: The official Inmate Population total for 31 May 2007 was 1794 (high 1816; low 1790). On 31 May 2007, 60 Inmates were received and 74 Inmates were released. The May 2007 MONTH AVERAGE number of Inmates in the Jail was 1793, the HIGH AVERAGE was 1809, and the LOW AVERAGE was 1778. These numbers compare to the December 2005 MO AVG of 1471, HIGH AVG of 1486, AVG LOW of 1457 and the December 2004 MO AVG of 1249, HIGH AVG of 1262, and LOW AVG of 1236. Other interesting Jail stats from the Jail Population Worksheet are: Of the 1794 total Inmates in the Jail on 31 May 2007, 1540 (85.8%) were male and 254 (14.2%) were female. There were a total of 1437 Inmates (80.1% of the Jail population) awaiting trial (1235 male, 202 female) of which 1180 were for felonies (1020 male; 160 female) and 257 were for misdemeanors (215 male; 42 female). Only 1.2% of the Jail population - 22 Inmates (22 male; 0 female) - were awaiting sentencing. Almost four percent (3.8%) of the Jail Population on 31 May 2007 - 68 Inmates (63 male; 5 female) - were awaiting transfer to Department of Corrections, almost four percent (3.8%) - 68 Inmates (59 male of which 12 were Juveniles; 9 female) - were being held for other jurisdictions, and 0.17% - 3 Inmates (2 male; 1 female) - were awaiting transfer to a state hospital. Almost eleven percent of the Jail Population (10.9%), 196 Inmates, are sentenced to BCJC (159 male; 37 female) as of 31 May 2007. Note: 115 Inmates were sentenced to BCJC as of 31Jan06, 151 as of 28Feb06, 171 as of 31Mar06, 202 as of 30Apr06, 200 as of 31May06, 178 as of 30Jun06, 174 as of 31Jul06, 186 as of 31Aug06, 181 as of 30Sep06, 173 as of 31Oct06, 182 as of 30 Nov06, 160 as of 31Dec06, 180 as of 31Jan07, 173 as of 28Feb07, and 193 Inmates as of 31Mar07, and 177 were sentenced to BCJC on 30 April 2007. Of the 196 Inmates sentenced to BCJC on 31 May 2007, 129 were there for Felony convictions (107 male; 22 female) and 67 were there for Misdemeanor convictions (52 male; 15 female). Of the 1794 total Inmate population on 31 May 2007, 172 Inmates are in Jail for Violation of Probation Only and 321 Inmates are there for Violation of Probation w/Charges.
