NOTE FROM FREDA: You will notice that the Report for the Jail Population is not included. There was a glitz in the 30 November 2007 Daily Population Worksheet. I will submit the Jail Statistics report as soon as I can find the time to work on it again and I am able to insure that what I report is correct. For sure, there were 1756 Inmates at the Brevard County Jail Complex (BCJC) on 30 November 2007 of which 1375 (78.3%) were awaiting trial, 132 (7.52%) were awaiting transfer, 30 (1.71%) were awaiting sentencing, and 219 (12.5%) were sentenced to BCJC. There were 21 Juveniles in BCJC on 30 November!! HAPPY HOLIDAYS. Freda BREVARD MENTAL HEALTH SERVICES & JAIL STATUS REPORTS - 11 DECEMBER 2007 By 1st VP Freda Schildroth Crisis Intervention Team (CIT) Training: Orville Clayton, Director of the Brevard County Jail Complex Mental Health Services, and staff are working to present the next CIT Training Class which is tentatively scheduled for 17-21 March 2008! This is a tremendous undertaking because it is a week-long, labor-intensive training curriculum which includes classroom presentations, role-playing scenarios, tours and/or observations of and briefings on the Mental Health Court, Drop-In Center and Circles of Care Crisis Stabilization Unit. The CIT Training Program involves a collaborative effort by many public and private organizations and individuals. Crisis Stabilization Units Update: As of 10AM today, 11 December 2007, Circles of Care, Inc., had 15 and Wuesthoff Behavioral Health Systems had 0 people waiting for a Crisis Bed. Circles has 20 and Wuesthoff has 0 Clients who are court-ordered for long-term care (possible admission to Northeast Florida State Hospital). The Past Month “Worst Case Scenario” (greatest number of people waiting to be admitted to a Crisis Bed) was 15 for Circles and 0 for Wuesthoff. Parrish Medical Center Report: Parrish Medical Center received 29 Baker Act Clients during the month of November 2007. Of those admitted to Parrish to wait for an open crisis bed, the “worst case” verifiable length of stay was 5 days. Health First, Inc., Reports for the month of November 2007 (Thanks to Jim Kendig, Vice President, Health First, Inc.): Holmes Regional Medical Center (HRMC) received a total of 11 Baker Act Clients. Of those admitted to HRMC to wait for an open crisis bed, the "worst case" verifiable length of stay was 7 days. Palm Bay Community Hospital (PBCH) received a total of 7 Baker Act Clients. Of those admitted to PBCH to wait for an open crisis bed, the "worst case" verifiable length of stay was 13 days. Cape Canaveral Hospital (CCH) received a total of 12 Baker Act Clients. Of those admitted to CCH to wait for an open crisis bed, the "worst case" verifiable length of stay was 8 days. Brevard County Deaths by Suicide Report: There were 8 confirmed Deaths by Suicide in Brevard County and six cases that are pending which are deaths by possibly-accidental overdoses during November 2007. The 8 Suicide cases are as follows: 5 Deaths by Gun Shot Wounds - one 87-year-old male with numerous physical health problems, one person with a prior threat with no alcohol or cocaine abuse, one male who called girlfriend and shot self while she was on phone, one person reported to a friend -depression, one person with a diagnosis of manic depression and non-compliant with medications; 1 Death by Carbon Monoxide with no history of prior attempts reported; 1 Death by Hanging with known alcohol abuse and report of depression to family; 1 Death by Drug Overdose with Lotrel, Protonix, Vytorin, and Synthroid in system and no prior attempts. The reasons for the 6 Possibly-Accidental Overdose Deaths during November 2007 are as follows: 1 - Oxycodone; 1 - History of depression, overdosed approximately one year ago and was Baker-Acted. Known drugs include: Topamax, Zyprexa, Hydormorphone, Metollopramide, Diazepam, Mag/trisalicyclote and Liboderm patches; 1 - Long history of drug abuse. Known drugs include: Methamphetamine, Methadone, Crack Cocaine and Xanax; 1 - Oxycodone, Xanax, Cocaine, Cannabis; 1 - Recently Baker-Acted in California, history of prescription drug abuse, Cytomel found in system; 1 - Oxycodone. Brevard County Mental Health Court Update (The Honorable Judge Cathleen Clarke presiding): Brevard County Mental Health Court Update (The Honorable Judge Cathleen Clarke presiding): As of 30 November 2007, there are 12 people who were diverted from Jail and under the supervision of the Mental Health Court. One Client was accepted into the court during the month of November 2007. On 31 October 2007 there were 11 people under the supervision of the Mental Health Court. One Client successfully completed the requirements of the court and graduated during the month of October 2007. Stats from Mental Health Services of Jail: Note: Revised statistics for October 2007 are in ( ) following the November 2007 stats. During November 2007, there were a total of 1111 (1138) Mental Health Contacts by Mental Health Specialists. There were 355 (358) Initial Assessments from Referrals at Booking. There were 480 (452) Mental Health Follow-up Visits, 135 (119) Rounds/Brief Mental Health Contacts, and 74 (75) Consultations and Case Staffings. There were 211 (182) Mental Health In-house Moves. Three hundred fifty-seven (357) Contacts for People on Special Watch Status (302 for October) and 0 Case Management Contacts were completed. There was a total of 132 Psychiatric Evaluation Referrals including 91 Referrals to the Jail Psychiatrist and 6 Emergency Medication Rechecks. Physician Contacts totaled 132. There were 39 Staffing Consults and 0 Baker Act Evaluations and Transfers. During the month of August 2005, Orville Clayton, the Director of Mental Health, Brevard County Jail Complex, began a Psycho-educational Group to help Inmates learn techniques for stress management and coping skills. During September 2005, 66 Inmates participated in this program, 69 during October 2005, 88 during November 2005, and during December 2005, 157 Inmates participated! There were no Psycho-educational Groups during the months of January through May 2006. During the month of June 2006, 65 Inmates participated in the program, 45 during July 2006, 10 during August 2006, 87 during September 2006, 39 during October 2006, 77 during November 2006, and 123 Inmates participated in Psycho-educational Group during December 2006! Six (6) Inmates participated during January 2007, 43 during February 2007, 105 during March 2007, 12 during April 2007, 0 during May and June 2007, and 26 Inmates participated during July 2007. There have been no groups since July 2007. Mental Health Court Report - as of 30 November 2007: 15 Misdemeanor Files Reviewed; 2 Referrals to the State Attorney. Mental health services were all completed by Mental Health Services Unit Staff. FACT Team Update: On 1 July 2006, Mental Health Resource Center (MHRC), Inc., a not-for-profit organization based in Jacksonville, Florida, became the provider for Florida Assertive Community Treatment (FACT) Team services in Brevard County. The Director of FACT Programs for MHRC is Cindy O’Brien, M.A. Melanie Goff, LCSW, is the Program Manager. Dr. R. Makkena joined the Team on 4 April 2007 to fill the full-time Program Psychiatrist position. As of 10 December 2007, Ms. Goff reported that the Brevard FACT Team is fully staffed. On 28 April 2005, the Brevard FACT Team reached capacity enrollment of 100 Clients. As of 13 November 2007, the FACT Team staff is again serving 100 Clients and is no longer counting or reporting the number of Clients served since FACT became operational on 20 August 2001. The last report of Clients served was 154 (as of the October 2007 report). A FACT Team Staff Member is on call 24 hours per day, 7 days per week and promotes independent living for FACT Team Clients. ADDITION OF JAIL STATISTICS TO 11 DECEMBER 2007 BREVARD MENTAL HEALTH SERVICES & JAIL STATUS REPORTS Stats from Jail: The official Inmate Population total for 30 November 2007 was 1756 (high ????); low 1722). On 30 November 2007, 92 Inmates were received and 60 Inmates were released. The November 2007 MONTH AVERAGE number of Inmates in the Jail was 1793, the HIGH AVERAGE was 1809, and the LOW AVERAGE was 1778. Other interesting Jail stats from the Jail Population Worksheet are: Of the 1756 total Inmates in the Jail on 30 November 2007, 1495 (85.1%) were male and 261 (14.9%) were female. There were 1375 Inmates (78.3% of the Jail population) awaiting trial of which 1164 were for felonies and 211 were for misdemeanors. Less than 2.0% (1.71%) of the Jail population - 30 Inmates - were awaiting sentencing. More than three percent (3.36%) of the Jail Population on 30 November 2007 - 59 Inmates - were awaiting transfer to Department of Corrections, over three percent (3.81%) - 67 Inmates of which 21 were Juveniles - were being held for other jurisdictions, and 0.34% - 6 Inmates - were awaiting transfer to a state hospital. More than twelve percent of the Jail Population (12.5%) - 219 Inmates - are sentenced to BCJC as of 30 November 2007. Of the 1756 total Inmate population on 30 November 2007, 112 Inmates are in Jail for Violation of Probation Only and 303 Inmates are there for Violation of Probation w/Charges.
