BREVARD MENTAL HEALTH SERVICES & JAIL STATUS REPORTS - 9 JANUARY 2008

Crisis Intervention Team (CIT) Training:   Orville Clayton, Director of the Brevard County Jail Complex (BCJC) Mental Health Services, and BCJC staff continue to work toward presentation of the next CIT Training Class which is tentatively scheduled for 17-21 March 2008! 

 

Crisis Stabilization Units Update:   On Tuesday, 8 January 2008, Circles of Care, Inc., had 3 and Wuesthoff Behavioral Health Systems had 2 people waiting for a Crisis Bed.  Circles has 19  and Wuesthoff has 2 Clients who are court-ordered for long-term care (possible admission to Northeast Florida State Hospital).  The Past Month “Worst Case Scenario” (greatest number of people waiting to be admitted to a Crisis Bed) was 18  for Circles and  3  for Wuesthoff.   (Thanks to Dr. Barry Hensel of Circles of Care and Lisa Conway of Wuesthoff Behavioral Health Systems for the Crisis Stats.)

 

Parrish Medical Center Report:  Parrish Medical Center received 33 Baker Act Clients during the month of December 2007.  Of those admitted to Parrish to wait for an open crisis bed, the “worst case” verifiable length of stay was 5 days.  (Thanks to Deena Ellis, Security Supervisor, Parrish Medical Center, for this report.)

 

Health First, Inc., Reports for the month of December 2007  (Thanks to Jim Kendig, Vice President, Health First, Inc.):   No report for Holmes Regional Medical Center (HRMC).   No report for Palm Bay Community Hospital (PBCH).   Cape Canaveral Hospital (CCH) received a total of 17 Baker Act Clients. Of those admitted to CCH to wait for an open Crisis Bed, the "worst case" verifiable length of stay was 7 days.

 

Brevard County Deaths by Suicide Report:  There were 7 documented Deaths by Suicide and  5 pending cases that are possible Deaths by Overdoses in Brevard County for the month of December 2007.  The 7 Deaths by Suicide cases are as follows:  3 Deaths by Gun Shot Wounds  - one unknown if decedent had any drugs or mental history, one suggests due to pending criminal charges, and one with documented diagnosis of BiPolar Disorder and unknown drug history or medication compliancy;   2 Deaths by Asphyxia - one  numerous attempts reported, depression, hypertension, alcoholic, known prescriptions: Campral, Antabuse, Risperdal, Caduet, Bupropion, Sertraline, and Promethazine,  one  89 years of age with Cancer, known prescription: Benicar;  1 Death by Carbon Monoxide - decedent had BiPolar Disorder and a history of 10 suicide attempts, known prescription: Klonopin;   1 Death by Hanging - no known prior attempts, drug or mental history, recent insomnia, known prescriptions: Clonodine, Micardia, and Lisimopril;  1 Death by Wrist Incisions - no known prior attempts, no drug or mental history.  The 5 pending cases that are possible Deaths by Overdoses are: 1 - no known prior suicide history, suspect Methadone, Alcohol, and Oxycontin - had barricaded self in room;  1 - Depression, known prescriptions: Cialis, Propranodol, Zeprexa; 1 - Depression, known prescriptions: Fentanyl, Hydrocodone and Oxycodone - crack-pipe found at scene; 1 - Depression, known prescriptions:  Gabapentin, Morphine Sulphate and Levique;  1 - Depression, known prescriptions: Lotrel, Lexapro and Vytorin.   (Thanks to Nancy Slater, Brevard County Medical Examiner’s Office, for this report.)

 

Brevard County Mental Health Court Update (The Honorable Judge Cathleen Clarke presiding): As of 31 December 2007, there are 11 people who were diverted from Jail and under the supervision of the Mental Health Court. One Client successfully completed the requirements of the court and graduated during the month of December 2007. (Thanks to Thomas Caulfield, Mental Health Court Coordinator, Circles of Care, Inc., for providing the Mental Health Court statistics.)

 

Stats from Mental Health Services of Jail:   During December 2007, there were a total of  1354  Mental Health Contacts by Mental Health Specialists.  There were 363 Initial Assessments from Referrals at Booking.  There were 443  Mental Health Follow-up Visits, 127 Rounds/Brief Mental Health Contacts, and 45 Consultations and Case Staffings.  There were 232 Mental Health In-house Moves. Three hundred seventy-six (376) Contacts for People on Special Watch Status and 0 Case Management Contacts were completed.  There was a total of 104 Psychiatric Evaluation Referrals including 98 Referrals to the Jail Psychiatrist and 6 Emergency Medication Rechecks.  Physician Contacts totaled 122.  There were 25 Staffing Consults and 0 Baker Act Evaluations and Transfers.

 

During the month of August 2005, Orville Clayton, the Director of Mental Health, Brevard County Jail Complex, began a Psycho-educational Group to help Inmates learn techniques for stress management and coping skills.  During September 2005,  66  Inmates participated in this program,  69 during October 2005,  88 during November 2005, and during December 2005, 157 Inmates participated!  There were no Psycho-educational Groups during the months of January through May 2006.  During the month of June 2006,  65 Inmates participated in the program,   45 during July 2006,  10 during August 2006,  87 during September 2006, 39 during October 2006, 77 during November 2006, and 123 Inmates participated in Psycho-educational Group during December 2006!  Six (6) Inmates participated during January 2007,  43  during February 2007,  105  during March 2007,  12 during April 2007,  0 during May and June 2007, and 26 Inmates participated during July 2007.  There were no groups from August through November 2007.  Two hundred thirty-six (236) Inmates Participated in Group during December 2007!   Mental Health Court Report  - as of 31 December 2007:  20  Misdemeanor Files Reviewed;  8 Referrals to the State Attorney.  Mental health services were all completed by Mental Health Services Unit Staff.  (Thanks to Brevard County Jail Complex Mental Health Unit Staff Member Tracy Higginbotham, Secretary,  for computerization and dissemination of the Mental Health Services Stats.)

 

Stats  from Jail:  The official Inmate Population total for 31 December 2007 was 1766 (high 1785; low 1758).  On 31 December 2007, 51 Inmates were received and 46 Inmates were released.  The December 2007 MONTH AVERAGE number of Inmates in the Jail was 1766, the HIGH AVERAGE was 1780, and the LOW AVERAGE was  1752.  These numbers compare to the December 2006 MO AVG of 1705,  HIGH AVG of 1719, AVG LOW of 1691, the December 2005 MO AVG of 1471,  HIGH AVG of 1486, AVG LOW of 1457  and the December 2004  MO AVG of 1249, HIGH AVG of 1262, and LOW AVG of 1236.   (Thanks to Connie Wilson,  Administrative Secretary, Brevard County Jail Complex for providing the BCJC Population Worksheet and Population Averages.) 

 

Other interesting Jail stats from the Jail Population Worksheet are:  Of the 1766 total Inmates in the Jail on 31 December 2007, 1528 (86.5%) were male and 238 (13.5%) were female.  There were 1448 Inmates (82.0% of the Jail population) awaiting trial (1258 male, 190 female) of which 1242 were for Felonies (1084 male; 158 female) and 206 were for Misdemeanors (174 male; 32 female).  Less than two percent (1.53%) of the Jail population - 27 Inmates (26 male; 1 female) - were awaiting sentencing.   Less than two percent (1.36%) of the Jail Population on 31 December 2007 - 24 Inmates (18 male; 6  female) - were awaiting transfer to Department of Corrections,  over four percent (4.25%) - 75 Inmates (67 male of which 22 were Juveniles; 8 female) - were being held for other jurisdictions,  and  0.23%  - 4 Inmates (4 male; 0 female) - were awaiting transfer to a state hospital.  Almost eleven  percent of the Jail Population (10.65%) - 188 Inmates - are sentenced to BCJC (155 male; 33 female) as of  31 December 2007.   Note:  115 Inmates  were sentenced to BCJC as of 31Jan06,  151 as of 28Feb06, 171 as of 31Mar06,  202 as of  30Apr06,  200 as of 31May06,  178 as of 30Jun06,  174 as of 31Jul06, 186 as of 31Aug06, 181 as of 30Sep06,  173 as of 31Oct06, 182 as of 30 Nov06,  160 as of 31Dec06, 180 as of 31Jan07, 173 as of 28Feb07, 193 as of 31Mar07, 177 as of 30Apr07, 196 as of 31May07, 198 as of 30Jun07, 194 as of 31Jul07, 215 as of 31Aug07,   208 as of 30Sep07, 215 as of 31Oct07, and 219 Inmates were sentenced to BCJC on 30 November 2007.  Of the 188 Inmates sentenced to BCJC on 31 December 2007, 139 were there for Felony convictions (111 male; 28 female) and 49 were there for Misdemeanor convictions (44 male; 5 female).  Of the 1766 total Inmate population on 31 December 2007,  100 Inmates are  in Jail for Violation of Probation Only and 316 Inmates are there for Violation of Probation w/Charges.

FACT Team Update:   On 1 July 2006, Mental Health Resource Center (MHRC), Inc., a not-for-profit organization based in Jacksonville, Florida, became the provider for Florida Assertive Community Treatment (FACT) Team services in Brevard County.   The Director of FACT Programs for MHRC is Cindy O’Brien, M.A.   Melanie Goff, LCSW,  is the Program Manager. Dr. R. Makkena joined the Team on 4 April 2007 to fill the full-time Program Psychiatrist position. On 10 December 2007, Ms. Goff reported that the Brevard FACT Team is fully staffed.

 

On 28 April 2005, the Brevard FACT Team reached capacity enrollment of 100 Clients.  The FACT Team staff is serving 100 Clients (as of 13 November 2007) and is no longer counting or reporting the number of Clients served since FACT became operational on 20 August 2001. The last report of Clients served was 154 (as of the October 2007 report).   A FACT Team Staff Member is on call 24 hours per day, 7 days per week and promotes independent living for FACT Team Clients.
