BREVARD MENTAL HEALTH SERVICES & JAIL STATUS REPORTS - 9 JULY 2008 By 1st VP Freda Schildroth
Crisis Stabilization Units Update: On 7 July 2008, Circles of Care, Inc., had 16 and Wuesthoff Behavioral Health Systems had 3 people waiting for a Crisis Bed. Circles had 16 Clients and Wuesthoff had 1 Client who are court-ordered and waiting for long-term care (possible admission to Northeast Florida State Hospital). The Past Month "Worst Case Scenario" (greatest number of people waiting to be admitted to a Crisis Bed) was 31 for Circles and 6 for Wuesthoff. Parrish Medical Center Report: Parrish Medical Center received 38 Baker Act Clients during the month of June 2008. Of those admitted to Parrish to wait for an open crisis bed, the "worst case" verifiable length of stay was 5 days. Health First, Inc., Reports for the month of June 2008 (Thanks to Jim Kendig, Vice President, Health First, Inc.): Cape Canaveral Hospital (CCH) received a total of 10 Baker Act Clients during the month of June 2008. Of those admitted to CCH to wait for an open Crisis Bed, the "worst case" verifiable length of stay was 10 days. Holmes Regional Medical Center (HRMC) - no report. Palm Bay Community Hospital (PBCH) received a total of 12 Baker Act patients during the month of June 2008. Of those admitted to PBCH to wait for an open crisis bed, the "worst case" verifiable length of stay was 10 days (total of 30 avoidable days). Brevard County Deaths by Suicide Report: There were 7 documented Deaths by Suicide and 5 deaths pending toxicology results that appear to be possible overdoses in Brevard County for the month of June 2008. The 7 Deaths by Suicide are: 5 Deaths by Gunshot Wounds - (1) no known prior attempts or threats; (2) previous threats; (3) previous threats; (4) known prescribed drugs -Clonapan, Hydrocodone, Wellbutrin and use of alcohol; (5) fear of being burden to family due to health issues, 1 Death by squatting in front of a train - no known prior attempts or threats, and 1 Death by Hanging - reports of depression over separation from wife. The 5 Deaths by possible drug overdoses are: (1) Believed to have taken Hydrocodone prescribed to family member and alcohol; (2) Prescribed Alprazolam and known alcohol abuse- reported depression due to finances and health; (3) Prescribed Clonazepam - known prior attempts; (4) Prescribed Benzodiazpan - known to abuse alcohol and cocaine; (5) Prescribed Resperidone, Trazodone, Lorazepam, Dicyclomine, Oxycodone, Topamax, Citalapram, Clonazepam. Brevard County Mental Health Court Update (The Honorable Judge Cathleen Clarke presiding): As of 30 June 2008, there are 9 people who were diverted from Jail and under the supervision of the Mental Health Court. Two (2) Clients successfully completed the requirements of the Court during June 2008 and graduated. Stats from Mental Health Services of Jail: During June 2008, there was a total of 936 Mental Health Contacts by Mental Health Specialists. There were 291 Initial Assessments from Referrals at Booking, 561 Mental Health Follow-up Visits, an unreported number of Rounds/Brief Mental Health Contacts, and 26 Consultations and Case Staffings. There were 248 Mental Health In-house Moves and 316 Contacts for People on Special Watch Status. There were a total of 123 Referrals to the Jail Psychiatrist of which 117 were Psychiatric Evaluation Referrals and 6 were Emergency Medication Rechecks. Physician Contacts totaled 135. There were 35 Staffing Consults and 3 Baker Act Evaluations and Transfers. During the month of August 2005, Orville Clayton, the Director of Mental Health, Brevard County Jail Complex, began a Psycho-educational Group to help Inmates learn techniques for stress management and coping skills. A total of 380 Inmates participated during Year 2005, 446 in Year 2006, 428 in Year 2007, and 539 Inmates have participated through 30 June 2008 including the 228 Inmates who participated in Group during June 2008. Mental health services were all completed by the Mental Health Services Unit Staff. Stats from Brevard County Jail Complex (BCJC): The official Inmate Population total for 30 June 2008 was 1865 (high 1892; low 1864). On 30 June 2008, 36 Inmates were received and 53 Inmates were released. The June 2008 MONTH AVERAGE number of Inmates in the Jail was 1890, the HIGH AVERAGE was 1907 and the LOW AVERAGE was 1880. These numbers compare to the June 2007 MO AVG of 1788, HIGH AVG of 1803, LOW AVG of 1773, the June 2006 MO AVG of 1614, HIGH AVG of 1628, LOW AVG of 1599, and the June 2005 MO AVG of unreported, HIGH AVG of 1509, LOW AVG of 1478. Other interesting Jail stats from the Jail Population Worksheet are: Of the 1865 total Inmates in the Jail on 30 June 2008, 1586 (85.0%) were male and 279 (15.0%) were female. There were 1431 Inmates (76.73% of the Jail population) awaiting trial (1227 male, 204 female) of which 1230 were for Felonies (1065 male; 165 female) and 201 were for Misdemeanors (162 male; 39 female). Less than two percent (1.66%) of the Jail population - 31 Inmates (30 male; 1 female) - were awaiting sentencing. More than three percent (3.22%) of the Jail Population on 30 June 2008 - 60 Inmates (53 male; 7 female) - were awaiting transfer to Department of Corrections, more than four percent (4.23%) - 79 Inmates (68 male of which 21 were Juveniles; 11 female of which 1 was a Juvenile) - were being held for other jurisdictions, and 0.27% - 5 Inmates (3 male; 2 female) - were awaiting transfer to a state hospital. More than thirteen percent of the Jail Population (13.89%) - 259 Inmates - are sentenced to BCJC (205 male; 54 female) as of 30 June 2008. Of the 259 Inmates sentenced to BCJC, 190 were there for Felony convictions (147 male; 43 female) and 69 were there for Misdemeanor convictions (58 male; 11 female). Of the 1865 total Inmate population on 30 June 2008, 152 Inmates are in Jail for Violation of Probation Only and 328 Inmates are there for Violation of Probation w/Charges. Total Number of Inmates in BCJC on 30 June 2008 (1865) compares to 1843 on 30Jun07, 1594 on 30Jun06, and 1482 on 30Jun05. Total Inmates Sentenced to BCJC on 30Jun08 (259) compares to 198 on 30Jun07, 178 on 30Jun06, and 107 on 30Jun05. BCJC Inmates awaiting trial on 30Jun08 (1431) compares to 1517 on 30Jun07, 1245 on 30Jun06, and 1129 on 30Jun05. BCJC Inmates awaiting transfer to DOC on 30Jun08 (60) compares to 59 on 30Jun07, 63 on 30Jun06, and 145 on 30Jun05. BCJC Inmates held for other jurisdictions on 30Jun08 (79 including 22 Juveniles of which one was a female) compares to 50 (12 Juveniles) on 30Jun07, 81 (0 Juveniles) on 30Jun06, and 81 (0 Juveniles) on 30Jun05. Percentage of the Inmate population awaiting transfer on 30Jun08 (7.72%) compares to 6.02% on 30Jun07, 9.60% on 30Jun06, and 15.59% on 30Jun05. FACT Team Update: NO UPDATE FOR JULY - The Florida Assertive Community Treatment (FACT) Team became operational in Brevard County on 20 August 2001. On 28 April 2005, the Brevard FACT Team reached capacity enrollment of 100 Clients. On 1 July 2006, Mental Health Resource Center (MHRC), Inc., a not-for-profit organization based in Jacksonville, Florida, became the provider of FACT services in Brevard. The Director of FACT Programs for MHRC is Cindy O'Brien, M.A., and the Brevard FACT Team Program Manager is Melanie Goff, LCSW - (321) 504-3888. James W. Cole, III, MD, is the FACT Team Psychiatrist. On 11 June 2008, the Brevard FACT Team has 99 Clients enrolled with several Clients from Northeast Florida State Hospital on the waiting list for admission. The FACT Team has an opening for their Peer Specialist position. Persons interested in applying for this position should contact Melanie Goff. The FACT Team is seeking volunteers for the Advisory Board. The Advisory Board is made up of members from Brevard's business community, FACT Clients, and Family Members of FACT Clients. The Board meets every two months at 6:30 PM. The next meeting will be Monday, 11 August 2008. Persons interested in serving on the Advisory Board should contact Melanie Goff. The FACT Team will be starting a FACT Family Group for Family Members of FACT Team Clients. This group will begin in August 2008, meet one evening per month, and provide a confidential support/education environment for Family Members.
