BREVARD MENTAL HEALTH SERVICES & JAIL STATUS REPORTS - 12 AUGUST 2008

Crisis Stabilization Units Update: On 11 August 2008, Circles of Care (CofC), Inc., had 14 and Wuesthoff Behavioral Health Systems had 0 people waiting for a Crisis Bed. Circles had 15 Clients and Wuesthoff had 0 Clients who are court-ordered and waiting for long-term care. Because of the lack of beds at Northeast Florida State Hospital (NEFSH) and the long wait that Brevard Crisis Units are experiencing for Client transfers, Department of Children and Families Administrators have given permission for South Florida State Hospital (SFSH) in Pembroke Pines, Florida, to accept Clients from this catchment area. SFSH is one of the first state civil psychiatric hospitals in the United States to be fully operated by a private company through a public/private partnership. As of 11 August, CofC has 3 Clients who have been accepted by SFSH of which 1 Client will be transferred this week and 2 next week. SFSH is 45 miles closer to the CofC Crisis Unit than NEFSH. The Past Month "Worst Case Scenario" (greatest number of people waiting to be admitted to a Crisis Bed) was 35 for Circles and 3 for Wuesthoff. Parrish Medical Center Report: Parrish Medical Center received 39 Baker Act Clients during the month of July 2008. Of those admitted to Parrish to wait for an open crisis bed, the "worst case" verifiable length of stay was 5 days. Health First, Inc., Reports for the month of July 2008 (Thanks to Jim Kendig, Vice President, Health First, Inc.): Cape Canaveral Hospital (CCH) received a total of 14 Baker Act Clients during the month of July 2008. Of those admitted to CCH to wait for an open Crisis Bed, the "worst case" verifiable length of stay was 6 days. Holmes Regional Medical Center (HRMC) - received a total of 40 Baker Act Clients during the month of July 2008. Of those admitted to HRMC to wait for an open crisis bed, the "worst case" verifiable length of stay was 8 days. Palm Bay Community Hospital (PBCH) received a total of 10 Baker Act patients during the month of July 2008. Of those admitted to PBCH to wait for an open crisis bed, the "worst case" verifiable length of stay was 11 days.

Brevard County Deaths by Suicide Report: There were 7 documented Deaths by Suicide and 10 deaths pending toxicology results that appear to be overdoses in Brevard County for the month of July 2008. The 7 Deaths by Suicide are: 5 Deaths by Gunshot Wounds - (1) depressed because of being unemployed; (2) depressed over finances and family; (3) depressed due to health issues (elderly); (4) depressed due to health issues (elderly); (5) depressed due to finances, 1 Death by Hanging - upset because of argument with father (age 13), and 1 Death by Train - history of mental health concerns. The 10 Deaths by possible drug overdoses are: 4 by Ethanol - (1) history of heavy drinking; (2) disabled due to alcohol abuse; (3) history of heavy drinking; (4) head injury due to falling while under the influence of alcohol; 1 by Ethanol & illegal drugs - history, and 5 by Illegal Drugs - (1)history of cocaine abuse; (2) history of Oxycodone and methadone; (3) history of cocaine abuse including crack; (4) history of street drugs including methadone (5) history of Oxycodone and heroine. Brevard County Mental Health Court Update (The Honorable Judge Cathleen Clarke presiding): As of 31 July 2008, there are 5 people who were diverted from Jail and under the supervision of the Mental Health Court. Three (3) Clients successfully completed the requirements of the Court and graduated during July 2008 and 1 Client was dismissed because of further involvement with law enforcement. Stats from Mental Health Services of Jail: During July 2008, there was a total of 1233 Mental Health Contacts by Mental Health Specialists. There were 402 Initial Assessments from Referrals at Booking, 627 Mental Health Follow-up Visits, an unreported number of Rounds/Brief Mental Health Contacts, and 30 Consultations and Case Staffings. There were 272 Mental Health In-house Moves and 458 Contacts for People on Special Watch Status. There were a total of 133 Referrals to the Jail Psychiatrist of which 131 were Psychiatric Evaluation Referrals and 2 were Emergency Medication Rechecks. Physician Contacts totaled 165. There were 33 Staffing Consults and 1 Baker Act Evaluations and Transfers.

During the month of August 2005, Orville Clayton, the Director of Mental Health, Brevard County Jail Complex, began a Psycho-educational Group to help Inmates learn coping skills and techniques for stress management. A total of 380 Inmates participated during Year 2005, 446 in Year 2006, 428 in Year 2007, and 766 Inmates have participated through 31 July 2008 including the 227 Inmates who participated in Group during July 2008.

Stats from Brevard County Jail Complex (BCJC): The official Inmate Population total for 31 July 2008 was 1841 (high 1864; low 1839). On 31 July 2008, 42 Inmates were received and 51 Inmates were released. The July 2008 MONTH AVERAGE number of Inmates in the Jail was 1853, the HIGH AVERAGE was 1868 and the LOW AVERAGE was 1870. These numbers compare to the July 2007 MO AVG of 1855, HIGH AVG of 1870, LOW AVG of 1841, the July 2006 MO AVG of 1649, HIGH AVG of 1661, LOW AVG of 1637, and the July 2005 MO AVG of 1531, HIGH AVG of 1546, LOW AVG of 1517. Other interesting Jail stats from the Jail Population Worksheet are: Of the 1841 total Inmates in the Jail on 31 July 2008, 1581 (85.9%) were male and 260 (14.1%) were female. There were 1423 Inmates (77.29% of the Jail population) awaiting trial (1226 male, 197 female) of which 1252 were for Felonies (1078 male; 174 female) and 171 were for Misdemeanors (148 male; 23 female). Less than two percent (1.36%) of the Jail population - 25 Inmates (22 male; 3 female) - were awaiting sentencing. Fewer than three percent (2.23%) of the Jail Population on 31 July 2008 - 41 Inmates (40 male; 1 female) - were awaiting transfer to Department of Corrections, more than four percent (4.24%) - 78 Inmates (70 male of which 23 were Juveniles; 8 female of which 1 was a Juvenile) - were being held for other jurisdictions, and 0.49% - 9 Inmates (7 male; 2 female) - were awaiting transfer to a state hospital. More than fourteen percent of the Jail Population (14.39%) - 265 Inmates - are sentenced to BCJC (216 male; 49 female) as of 31 July 2008. Of the 265 Inmates sentenced to BCJC, 185 were there for Felony convictions (146 male; 39 female) and 80 were there for Misdemeanor convictions (70 male; 10 female). Of the 1841 total Inmate population on 31 July 2008, 146 Inmates are in Jail for Violation of Probation Only and 316 Inmates are there for Violation of Probation w/Charges.

Total Number of Inmates in BCJC on 31 July 2008 (1841) compares to 1831 on 31Jul07, 1708 on 31Jul06, and 1514 on 31Jul05. Total Inmates Sentenced to BCJC on 31Jul08 (265) compares to 194 on 31Jul07, 174 on 31Jul06, and 113 on 31Jul05. BCJC Inmates awaiting trial on 31Jul08 (1423) compares to 1494 on 31Jul07, 1366 on 31Jul06, and 1177 on 31Jul05. BCJC Inmates awaiting transfer to DOC on 31Jul08 (41) compares to 47 on 31Jul07, 65 on 31Jul06, and 121 on 31Jul05. BCJC Inmates held for other jurisdictions on 31Jul08 (78 including 24 Juveniles of which 1 was a female) compares to 60 (11 Juveniles) on 31Jul07, 82 (2 Juveniles) on 31Jul06, and 86 (0 Juveniles) on 31Jul05. Percentage of the Inmate population awaiting transfer on 31Jul08 (6.95%) compares to 6.23% on 31Jul07, 9.02% on 31Jul06, and 13.87% on 31Jul05.

FACT Team Update: The Florida Assertive Community Treatment (FACT) Team became operational in Brevard County on 20 August 2001. On 28 April 2005, the Brevard FACT Team reached capacity enrollment of 100 Clients. On 1 July 2006, Mental Health Resource Center (MHRC), Inc., a not-for-profit organization based in Jacksonville, Florida, became the provider of FACT services in Brevard. The Director of FACT Programs for MHRC is Cindy O'Brien, M.A., and the Brevard FACT Team Leader is Melanie Goff, LCSW - (321) 504-3888. James W. Cole, III, MD, is the FACT Team Psychiatrist.

On 31 July 2008, the Brevard FACT Team had 97 Clients enrolled. The Team Leader recently visited NEFSH and 3 NEFSH Residents are awaiting discharge plans for admission into the Rockledge FACT Team sometime this month.

A FACT Family Support Group for Family Members of FACT Team Clients will begin 26 August 2008. It will be held the 4th Tuesday of each month from 6:30PM - 8:00 PM at the FACT office in Cocoa (1050 North Cocoa Boulevard).. Please advise Linda at the FACT Office (321) 504-3888 if you plan to attend.

The FACT Team Leader is seeking Advisory Board Members. The Advisory Board is composed of family members of consumers of mental health services, consumers, and local business/professional individuals with an interest in serving the mental health community.
